Are the people that work for SCCIA public employees?
No. According to the Management District Plan that the City of Salinas adopted, in Section 8 it states that SCCIA employees are not considered public employees. All SCCIA employees are employed by the Salinas City Center Improvement Association, a California Non-Profit Public Benefit Corporation.
How do you get funding or revenue?
Districts funds are generated using a formula that calculates assessments based on property lot size, property square footage, length of street frontage and location within the district. They range from $175 for the smallest assessment to $17,000 for the largest assessment. The average assessment is $2250 per year. You can find our latest assessment data in our Annual Report.
Funds generated are not considered “public funds” or monies controlled by the City of Salinas (Section 9, Management District Plan, adopted by the City of Salinas)
Are the board members elected officials?

Do you have to file a Statement of Economic Interest (form 700)?
No. Since the SCCIA is a Non-Profit Public Benefit Corporation and not a Public Agency, our board members do not have to file a Statement of Economic Interest (form 700).
